The original meaning, which then acquired a more "informal" meaning:
What is a marching order?
plural noun
orders to begin a march or other troop movement. Informal. orders to start out, move on, proceed, etc.: We're just sitting by the phone, awaiting our marching orders.
marching orders
noun
orders for troops to depart.
"soldiers got their marching orders for 24 hours at the weekend"
INFORMAL
a dismissal or sending-off.
"the ref called me over and gave me my marching orders"
I have now found that in the UK it usually means:
UK

If you give someone their marching orders, you ask that person to leave a place or a job because they have done something wrong:
Three players got their marching orders last week.
She was called into the boss's office and given her marching orders.

whereas in the US it means:
US
instructions from someone in authority about what you should do:
He was waiting for new marching orders from the White House.
Diplomats-in-Residence get marching orders.

: "marching orders" means that the person involved has been fired and has to leave his/her position and I don't think that's the case here...can also be used positively but normally with regard to mobilizing troops...
