So it means that the user is required to enter information, which is specific to the case and is not predefined in the system. I suggest "non-predefined inputs", or something of the sort.

Don't think so. This is what I found in a document I found about the 'utilização da Tabela Unificada de Movimentação Processual':

'Há, contudo, movimentos que necessitam ser complementados. Em alguns desses casos o complemento estará predefinido no sistema informatizado ou no registro do processo, permitindo a sua vinculação ao movimento. Denominamos esse complemento de “identificador” (parte, tipo de distribuição, tipo de documento, tipo de petição etc.).' (...) and then: 'Há, ainda, movimentos em que o complemento necessário à prestação da informação sobre o ato processual não está predefinido no sistema ou no registro do processo, exigindo um preenchimento destes dados. Denominamos este preenchimento de complemento “livre”.'
