So yes, your text probably refers to an aqueduct, in the literal sense of the word.

We're all used to thinking of aqueducts as large-scale Roman engineering, but the DRAE merely says

acueducto = conducto artificial por donde va el agua a lugar determinado. Llámase especialmente así el que tiene por objeto abastecer de aguas a un poblado

As already mentioned, the sanitary seems superfluous. As far as I am aware, these conducciones are pipes. See piccies in refs below.

neutral JoLuGo : El término sanitario es necesario aunque se trate de tubos. Un tubo de plomo pude utilizarse para conducir agua potable, pero esto no es una práctica sanitaria, El tubo debe de ser de caracteristicas sanitarias para la conduccion de agua potable

That is not what the Spanish is referring to here. Sanitary pipework in English is actually pipes for taking wastewater away, i.e. sewers

I like 'channel' here as it covers pipeline, duct, and so on.

potable water conduits/pipes/tubes

One of the two is superfluous, or potable water or sanitary.
Potable water is always sanitary.
