Source text - English Release on Temporary Licence (ROTL) Release on Temporary Licence (ROTL) is the process where offenders are released into the community under licence for a short period of time. This section looks at the process and the rules surrounding it. Prison Service Order 6300 sets out the policies and procedures for release on a temporary licence. It focuses the use of release on temporary licence (ROTL) on an individual prisoner's development and resettlement. This complements the Prison Service Order on Resettlement and the sentence management process. The policy is designed to ensure that suitable prisoners are released only for specific activities which cannot be provided within the prison. It is important to remember that release on a temporary licence is not a right or entitlement; the decision to grant a period of release on a temporary licence is wholly down to the Governing Governor. All applications for consideration under this scheme are subject to a very vigorous process of risk assessment. Only applicants who pass the risk assessment process and who satisfy other necessary requirements will be considered for ROTL. The decision is made by the ROTL board Offenders will be invited to attend the ROTL Board to assess their application. The board will consider reports from different parts of the prison as well as recommendations from staff who attend the board.

Временното освобождаване представлява освобождаването на престъпника с разрешително за кратък период от време (отпуск). Този раздел разглежда процесът и правилата, свързани с временното освобождаване.
Заповед номер 6300 на Prison Service излага правилата и процедурите за временно освобождаване. Прилагането на мярката за временно освобождаване се основава главно на индивидуалното развитие и поведение на затворника по време на престоя му в затвора. Това допълва заповедта на Prison Service за настаняването и за управление на присъдите. Правилникът е изготвен така, че затворниците да бъдат пускани във временно освобождаване само за дейности и цели, които не могат да бъдат осъществени в рамките на затвора.
Важно е да се запомни, че временното освобождаване не е безусловно право; решението да се даде възможност за временно освобождаване принадлежи изцяло на Главния комендант (Governing governor). Всички молби с подобно искане са обект на задълбочена оценка на риска. Само молби, допуснати след оценка на риска и които удовлетворяват други наложителни изисквания ще бъдат вземани под внимание по-нататък в процеса по временно освобождаване. Крайното решение се взема от Комисията по временното освобождаване (ROTL board).
Престъпниците ще бъдат поканени да присъстват на борда (ROTL board) при оценяване на техните молби. Бордът ще взема под внимание доклади и информация от различни части на затвора, както и препоръки от служители, които присъстват на борда.
