I'm having trouble translating the phrase 'legge di restrizione' - here it appears in context:

'Dopo aver formulato una legge generale che deve realizzarsi in determinate condizioni ideali, cioe' normali, Marx faceva antivedere una legge di restrizione'.

I understand the rest of the sentence and what 'legge di restrizione' implies but I can't seem to find the exact term, nor any information on it on google.it. Any help would be much appreciated!
