I think you are right about Max Levchin being included in Fortune's "list" as one of the most influential people more than one time. That's why he's referred to as a returnee. In other words, he's a returnee to Fortune Magazine's annual list of "40 Under 40".
The 海归 interpretation is wrong for sure; because the guy still lives in the U.S..

I just read Fortune's latest list of "Top People in Business" ...
As you can see, many of those named were designated as returnees; and they're typically not as well known as those who consistently made the list year after year. IMO, not only does the person have to had been included in Fortune's list in the past, but they typically were also dropped from the list at some intervening point until now. Hence the term returnee.
