The question then arises: What process would be implemented to ensure that pharmacists required to offer oral translations (read "interpretations") have been properly certified as interpreters for the languages involved?

Exactly. If there have been problems reported with the translation of medication labels themselves (see http://www.proz.com/translation-news/?p=3778 ), providing an interpretation could be equally if not more problematic, or dangerous, if there is no proper oversight.
