(1)自然・歴史・文化など地域固有の資源を生かした観光を成立させること。<br />(2)観光によってそれらの資源が損なわれることがないよう、適切な管理に基づく保護・保全をはかること。<br />(3)地域資源の健全な存続による地域経済への波及効果が実現することをねらいとする、資源の保護＋観光業の成立＋地域振興の融合をめざす観光の考え方である。それにより、旅行者に魅力的な地域資源とのふれあいの機会が永続的に提供され、地域の暮らしが安定し、資源が守られていくことを目的とする。
