This is the title of a program in Sergipe (Brazil). I need something catchy, and I'm not sure if "Direito" refers to law or rights. My first attempt is: 'Development with Inclusion through Rights and Returns'

"Essa nova perspectiva de desenvolvimento econômico com inclusão social foi iniciada em 2008, a partir do Plano Plurianual 2008-2011 - Desenvolvimento com Inclusão pelo Direito e pela Renda, com iniciativas baseadas em um novo modelo de desenvolvimento voltado para a redução da exclusão social e das desigualdades sociais e regionais."

@ Muriel, I don't like entitlement bacause people are naturally entitled to these rights. The intent is to foster or enforce these rights, not to entitle IMHO.

Thanks to everyone I sincerely appreciate all your effort. I solved the preposition problem with a colon. As for 'guarantee' - I can't think of another verb that fits with both concepts, but I'm still open to ideas. Feel free to keep up the comments!

The rights exist and are inherent to the human being. When you mention such rights in a program or campaign, I think it implies the intervention of the law there to guarantee these rights. I think as Mario Freitas wrote, direito refers to the rights ensured by law. Development with Inclusion [or inclusiveness] according to law and through enhancement of income? Not catchy, but some of the choices offered are awkward and not normal English, IMHO.

My reading of Direito is simply that people would otherwise be legally excluded are going to get a leg up. This may or may not involve help with getting a first birth certificate, RG, SUS card, etc, as an adult (thereby being 'included,' so they can be part of the system).

Well, considering this is a government program in one of our poorest states, I would assume it is a top-down approach. I entered a very simple suggestion you would certainly not need any help for, but it's what I'd use if I had to translate that stretch.

@Mario Yes, 'social inclusion' is a buzz-term in Developmentese. They also say 'grassroots participation' and 'grassroots engagement'. However, the latter terms are more specifically about working directly with vulnerable groups, whereas 'inclusion' may simply mean that these people are included, not excluded, and it *could* be through a top-down approach rather than actual engagement.

Iclusão e Direito Muriel, I'd say Direito here refers to rights ensured by law. My doubt would be on how to translate "inclusão". In these programs, "inclusão" means the inclusion of people (usually minorities) in social activities in the same conditions as anyone else. Do you think "inclusion" could have the same meaning in English?

Don’t see how you can do ‘catchy’ here unless you altogether bag translation per se and give the program some name that’s, well, catchy. If you are going to make it shorter (read catchy) I would go with Development and Inclusion and explain it elsewhere.
