Not specifically third rail I think it can be used on various things, but it is referred to electrical, insulation and a number of similar tools.
That brings to mind the electrified rail, but also the contact line above...

Ice Removal Rod Maybe you could be so kind Norskpro to change your entry to Ice Removal Rod instead of anti-icer? That is the term used for the tool on the link you provided.

No, Jeff, it is an insulated tool to remove ice from the electrical installations and cables. I have no idea what it might be called in English, though. Maybe ice crusher?

De-icing tool

US and UK usage is 'de-icing' for ice removal, 'anti-icing' for ice prevention.
The reference uses 'de-icing tool' for one fitted to a remotely controlled vehicle for use on overhead lines, but I feel as a generic term, it is suitable for the hand tools illustrated in Norskpro's references.
Again as a generic, it would apply to a third-rail device, but as far as I know third rail operators use anti-ice heating or de-icing fluids.
