Help with a sentence

I'm not sure whom/what "help" refers to in this sentence:

You will have preventative services which will be available to help all children reach their full potential

I see a couple of possibilities

The sentence is not well-written, and it is not clear what was meant exactly. Here are a couple of possibilities:

1. You will have preventative services which will be available FOR YOU to help all children reach their full potential (this was addressed by Anna Maria Augustin, above.

2. THERE WILL BE preventative services which will be available to help all children reach their full potential.

preventative/preventive:
That which prevents, hinders, obstructs, or intercepts access;
in medicine, something to prevent disease; a prophylactic.

There are prophylactic services available, such as immunizations for example, to promote, protect and maintain the health and well being of these children, so they can reach their full potential.
