Hello all -
Having a mental block at the moment - can anyone help me out with "Ergänzungsverhältnis" here? It's from a speech about Austria's membership of the EU - sort of a Rueckblick on the last 10 years.

"Xs Empfehlungen: Die nationalen Minister müssen sich auch als Europaminister begreifen, Rat und Kommission der EU stünden zu wenig in einem **Ergänzungsverhältnis**."
