Corporate Resources Department (or) Director
I have seen that the Spanish company Repsol has a department called "DC Medios" (along with departments called "DC Financiero" and "DC Asuntos Jurídicos"). The person listed as being their "DC Medios" (Director Corporativo de Medios) is called their "Corporate Resources Director" on the Repsol webpage in English.

For some reason my comment to Cecilia's answer did not appear, so I am adding it here: In this specific context I believe "medios" probably
refers to "resources" rather than "media", i.e., the two
departments (Human Resources and Corporate Resources
Depts.) that are empowered to participate in the decision
as to where smoking areas will be set up.
