STEP 2 ΅V WHAT ARE THE NEEDS?
Introduction-Methodology
In order to be able to effectively plan and produce relevant and effective public participation learning material for the use by the planners and the public, it was necessary to identify the planners΅¦ and citizens΅¦ learning needs. More specifically, PICT tries to answer the questions: how public participation in planning can be achieved in practice? And in particular, what are the skills that planners and the public need in order to engage in a constructive dialogue? how can new technology help?
For this reason, a questionnaire survey was mounted. Two questionnaires, one for the public and one for the planners, were prepared by the *project partners*. Both questionnaires were translated in the PICT partners΅¦ languages (annexed to the CD attached to this Guide).
The questionnaire addressing the public included 24 questions falling into four parts, as follows:
„X Part A - Familiarity with town planning;
„X Part B - The residents΅¦ vision of local development;
„X Part C - Experience in participation, required skills;
„X Part D - Competence in the use of PC and interviewee΅¦s personal details.
