neutral V&M Stanković : "eksplozivno punjenje" je kod eksplozivnih naprava (bombe i sl.), a kod pogona projektila (npr. zrno iz pištolja) ne dolazi do eksplozije već do potisnog sagorevanja, to se vidi i iz vaših citata: "...combustion is low enough..." i "...when burned..."

In ballistics and pyrotechnics, a propellant is a material which burns very rapidly but controllably, to produce thrust by gas pressure and thus accelerate a projectile or rocket. In this sense, common or well known propellants include, for firearms, artillery and solid fuel rockets:
Gunpowders, such as Black powder, Nitrocellulose, Cordite, Smokeless powder
Composite propellants made from a solid oxidizer such as ammonium perchlorate or ammonium nitrate, a rubber such as HTPB or PBAN, and usually a powdered metal fuel such as aluminum.
Some amateur propelants use potassium nitrate, combined with sugar, epoxy, or other fuels / binder compounds.
Potassium perchlorate has been used as an oxidizer, paired with asphalt, epoxy, and other binders.

NAPOMENA:
Materijal (punjenje) ima eksplozivna svojstva, ali se to u ovom slučaju ne zove "eksplozivno punjenje" kao kod eksplozivnih naprava (bombe i sl.), jer kod pogona projektila (npr. zrna iz pištolja) ne dolazi do eksplozije, već do potisnog sagorevanja - "propellant...material which burns very rapidly but controllably..." (v. gore).

S obzirom i na druge termine koje navodite u sledećem pitanju, možda bi se moglo i ovako prevesti:
propellant - pogonsko punjenje
expelling charge - potisno punjenje
burster - eksplozivno punjenje.
