In this sort of study, "Flächen" usually refers to the office premises, and "Bestand" refers to what is already there.

In other words, there is already so much office space available in the city centre that nobody is building any more.
What is the vacancy rate like? This is normally also quoted in this sort of report.

The context is an office market study, so the sentence says nothing about retail and residential space (unless the context says otherwise)//BTW, the URL in your "agree" with Andrew's answer is about urban design, not the office space market

OK, I will throw more gasoline on the fire. As Victor has pointed out, you are dealing with offices here. I thought it meant buildings, and that is why they are not building new ones.

Now I am coming over to Victor's point of view. This is what they call it in the USA.

As Victor asks, more context is always a good thing.
