es geht um ein internationales Team das gemeinsam an einem Projekt arbeitet und um die damit verbundenen sprachlichen Schwierigkeiten:

"Unabhaengig von der Sprache ist die Kommunikation und Transparenz im Projekt, sicher auch bedingt durch die vielen Kommunikationsschnittstellen, nicht in optimaler Weise gegeben. ***Information wird oft als "Holschuld" und nicht als "Bringschuld" betrachtet***

It means that people don't provide information to other team members up front. They are willing to provide it if other team members ask, but not on their own initiative.

People think that information has to be requested and not delivered.
Oder eine ähnliche Umschreibung eventuell.

Bedeutet, dass Informationen (bei diesem betroffenen Projekt) nicht automatisch weitergeleitet werden oder nicht automatisch geliefert werden, sondern die Leute, die die Information geben müssten, sind der Ansicht, dass die anderen (die die Information brauchen) doch fragen sollen.
