Mid-air map and ground level map? One of the arrows on the 地上 map has a description that says, "中空階へ" so there actually seems to be two levels to this forest...

it just means a topdown map (like you see on maps.google.com) instead of an eye-level (first person) map.

Regarding your question, without more context it is hard to say, but I think there is a level that comes out into the sky. I am guessing some sort of overhanging balcony. Japanese natives might know this better.
