Name of a locality/street

Civil Lines is the name of a street/locality in Jaipur.

Many cities in South Asia have cantonment areas where the army headquarters are located, and civil lines where civilians have their residences. So it is common to have Civil Lines in many cities of the Indian subcontinent.
