"Circumscripción judicial" refers to a local trial court division and therefore is equivalent to what in the US are known as "judicial districts" , rather than a "circuit" which is an appellate court district comprising a series of smaller trial-court judicial districts. For example, the 94 US District Courts (the federal trial courts) each belong to one of 12 regional circuits, where the US Courts of Appeals have their seats.
