"Opheffing verlenen" of what? The Board is apparently waiving something or letting somebody off the hook before or after all preferential ... etc. Unless we know what that something or who that somebody is, there is no way I could suggest a good answer.

We need to know what "opheffing verlenen" refers to. These is no subject in the phrase you give as context. ('or' x2 should be 'of' x2, I assume)

Text is from Belgium but seems to be a mix of Belgian and Dutch terminology. Fwiw-I do not meet the criteria for answering this question. Says it all, doesn't it?

Sounds to me like this is referring to granting the authority/ to cancel (or lift) mortgages or other preferential entries against a title deed, in this case before or after payment - preferential in the sense of (real) security affording preference to the creditor in question vis-a-vis other creditors.
