L.O.E Well, I've contacted the client and have submitted the project. The information I provided here is all the information I had to go by. The term could be an insurance term, hospital administration term, who knows. I let the client know that and all is cool. But thank you for your help! I wasnt getting anywhere with this term.

LOE can mean "lesion ocupante de espacio" but the short phrase you've given suggests this isn't the right answer.
