100 % match found in Brandstetter Data System Dictionary. In my opinion better than 'strain protection grommet' (probably a wonky translation) found on the website of HellermannTyton (purveyors of same).

Maplin also calls them 'exit grommet with sleeve', but that seems to be rarity.
