En este sentido desmesurar es remover, quizás el equivalente sea 'disc' or 'harrow'. Se está removiendo la tierra para eventualmente sembrar.

Levelling
Hi, I'll admit I'm guessing, but from following the process of preparing soil for planting crops, I'd say "desmesurado" is levelling the soil after it has been prepared (plowed, clods broken up, etc.)
Another thought is that since this text is from a proposed law, perhaps the person who drafted it wasn't an expert on agricultural matters and has made a mistake.
I'll be interested to find out if anyone can shed more light on the subject.

Perhaps they're using "desmesurar" as a synonym for "descomponer" in which case they're referring to breaking up the soil.
Another thought is that since this text is from a proposed law, perhaps the person who drafted it wasn't an expert on agricultural matters and has made a mistake.
I'll be interested to find out if anyone can shed more light on the subject.
