Tre limiti del sistema. Accade oggi che chi è povero, e paga un’imposta minima o nulla, non può beneficiare di eventuali agevolazioni legate ad es. alle spese di produzione del reddito o a carichi familiari, per il fatto che in Italia l’imposta può essere al minimo pari a zero. Se l’agevolazione, in termine di risparmio d’imposta, è maggiore dell’Irpef già pagata, allora si perde in tutto o in parte il vantaggio attribuito dallo Stato al cittadino.
Si tratta del famoso problema della “incapienza”, che colpisce solo i redditi più bassi e perciò attenua sensibilmente l’azione redistributiva dell’Irpef.
