Qui, secondo la mia interpretazione, "titolari" non sta per "titolari dei dati personali", che sono i "data owners", ma per "titolari del trattamento dei dati", ovvero che hanno "titolo ad utilizzarli", che renderei in inglese con:

"independent entitled individuals" nel contesto della formula privacy di cui trattasi.

Oppure potresti anche rendere con:

"individuals entitled thereto"

Esempio:
