What does this mean? What is "the final award of certificate of attendance"? I guess certificate of attendance would be "参加証明書".

final award of ... = award of ... at the end of a training/education program

Certificates of attendance are given to successful participants of a training/education program/course/session that does not lead to any particular academic degree or license.

Suppose a university is offering a two-week training program for translators. You cannot expect to get any academic degree for such a short course, but you can expect to get a certificate of attendance.

I suggested 修了証書 as an alternative to your translation 参加証明書, but the choice should depend on the context. I believe there are circumstances where 参加証明書 is better.

neutral Yuki Okada : 世の中には出席していれば終了できるコースは多々ありますが、それでもcertificate of completionぐらいの言葉を使うと思います。まあ元の英語がかなりナゾをはらんでいるので何でもありの感じはありますが。出席日数証明書なんてのも可能ですが、ならばAwardが変です。

certificate of completionとcertificate of attendanceは、どちらも同じようなものじゃないかなと感じていますが・・・。

皆勤賞 and/or 精勤賞

It is a puzzlling and awkward name of an award, but it just reminded me of 皆勤賞 and 精勤賞. Just in case you don't know, at many Japanese elementary schools, students who never missed a day are awarded with 皆勤賞, and students who missed only a few days are awarded with 精勤賞 at the end of school year (end of March). Does this make sense in your document?
