This text is in a brochure of Automated Storage/Retrieval System.
As part of one of the offered layouts for storage of merchandise, a system called "Flow-Through" offers to provide "TRUCK STAGING".
It reads like this:
"When to use Flow-Through:
For companies where high throughput rates are couple with strict adherence to the First-In, First-Out principle.
This system (Flow-Through Storage Layout), is also used to provide TRUCK STAGING and to meet other types of bugger storage requirements".

This is the only meaningful definition I have found (in this context, of course).
It seems that (in all languages, unfortunately), there are people who confound "specialised" with "hermetic", and this is a case in point, in my view (and I wonder also what on earth is "BUGGER storage" here. A typo for "BUFFER?). As it is, educated guesswork is mandatory here:
Well, with the above definition I see no other possibility than "to designate a place for loading a truck", that is, to designate a specific loading bay for a specific truck", that is, a truck whose delivery schedule is known to include the place to which the given load is to be sent".
If so, the translation is the one above.
And, please, let me know what "bugger storage" means...
