Inspired by Ryan's answer to your companion question. A berth is a Liegeplatz, so the use of 'karte' is puzzling, but perhaps a 'Liegekarte an Land' is a dry berth on land.
In any case, the boat is usually lifted out of the water for repairs of this sort, so a 'sheltered dry berth' is plausible.
