Among the main innovations, the creation of a permanent presidency of the Council for a period of two and half years, which will replace the rotating presidency held by a Member State every six months, should be noted. In addition, the size of the Commission will be reduced: in 2014, there will be not more than 15 Commissioners instead of the current 27. A post of high representative in charge of the Union’s diplomacy will also be created. Finally, with regard to the decision-making process, the unanimity rule will be limited due to the ***extension of areas*** where qualified majority and co-decision with the European Parliament will be required. Qualified majority will be achieved with the approval of 55% of the Member States and with at least 65% of the EU population. This voting system will enter into force in 2014.
