我也想过这个公告到底是告诉谁。在前面说过investigator要报告给sponsor，紧接此前是说sponsor要报告给主管机构，然后就是这句，主管机构“公告之”。我想这当然不是公布给广大民众，而应该是内部公告。比如说出了严重不良事件在开始时应该只有核心人物才会知道，而公告之后就是所有试验人员和受试者都知道了，而且如果是多中心的试验，别的试验点的investigator 也会由公告得知。
