Yes, in Chinese idioms, only "呼风唤雨" is correct. This sentence doesn't seem to be complete, and doesn't seem to be intelligible.

Hi, Caroline! The whole sentence doesn't make sense. The author must have mistaken 呼风唤雨 for something else which doesn't make a commonly understood sense, in short, a bad Chinese writing.
