Flemish again... Unlike in Dutch, verkaveling in Flemish has a wide meaning. The first link below gives you an idea.
I do not exclude the possibility that the Flemish word verkavelaar is equivalent to the Dutch word "ontwikkelaar" (of construction projects). If that would appear to be the case, "partitioner" is wrong.

"partitioner" on its own seems too general to me. Is is obvious that 'verkavelen' means to divide a large piece of land into smaller plots to be constructed.
A real estate agent, or a housing developer could help here.
