Depends what the provision says and its effect, but I'm unsure it can create an easement or right of way. Rather, I agree with Jeffrey's restrictive {planning} covenant option.

In the US a lien can be created over land, but in the UK only over chattels or co. shares. Over land it is called a charge. From the example sentence, a local land charge includes legal agreements.
