Daarbij is onder andere de vergunningaanvraag op grond van de Wet beheer rijkswaterstaatswerken ter informatie gevoegd, zodat insprekers zich een goed beeld konden vormen van de te vergunnen activiteit. I can only find (guest) speaker, but that can't be right. I'm thinking it might refer to individuals or government bodies that have a say with regard to issuing permits. TIA
