I just can't think of what this would be in English. These are kulaks who escaped from their place of settlement and were rounded up by the OGPU/NKVD. Agent?

This really depends on context, as the discussion Mikhail linked shows. In this case, I think 'operative' is the safest bet.

: I think the English translation should be as short as the Russian word is because "опер" is slang. It could be possible to introduce translator's remarks at the page bottom.

Thank you, Victor. Actually, the English slang for 'operative' is simply 'op' (strangely similar to Russian). Could definitely be utilized here.

district militia officer
As previously discussed here and elsewhere, this may mean a variety of things. I am guessing that the опер here is an участковый (уполномоченный), that is a militia officer attached to the given district. This is the practice that survived to present day Russia. Translated into today's US speak, this is a neighborhood cop who regularly walks the beat, knows the area and has no trouble identifying newcomers. If this does not fit the context, you can choose from the what the others have offered.

I would suggest transliterating it as it is - "oper" - as you did it with kulaks, and giving a translator's remark as to this Soviet archaism which has nothing in common with today's Russian police "опер". In Russian we have "копы" for "cops" in the same manner. Trying to find an English equivalent will kill the taste of scornful Russian contraction for "оперуполномоченный сотрудник".

Если Вы заглянете в словарь, то Вам станет стыдно, т.к. Вы сами выбрали неправильный перевод для agent, а потом со своей же ошибкой не согласились (!??)

: Ребята, зачем ругаться? Есть среднее арифметическое - field officer. Это лицо, которое занимается расследованиями в полиции США. Detective - до этого еще нужно дослужиться, а field officer - это рядовой. Не спорьте, а то сшиблись рогами, я аж треск слышу.
