But I don't know how to handle the "по компетентност."

James McVay: I know, James - and, partisan of functionality as I am, I've always wished there was some kind of modular phrasing system for business correspondence, optimised and standardised across languages through unequivocal translation: it would have made life easier in many instances. Alas, cultural differences and functionality seem to rarely (if ever) go hand in hand; OTOH, I don't think we humans have ever been truly willing to part with the irrational side of the communication process... but I digress, sorry - must be the excellent red wine here that switches me over to philosophy mode :)

James: "right" is a fiction, I reckon - it all boils down to that gut feeling that we fervently deny and yet use as a main reference in most cases.

Such small but yet puzzling bits are often included in the fine examples of what I would call the typical Bulgarian administrative/business lingo and very often the personal pronoun is missing - my approach is to go for more "pronoun-rich" translation as the one I am suggesting above. Hope I have helped :)
