tilting plinth

In UK pero' questi "zoccoletti" si chiamano "plinths", mentre "skirting" o "skirting board" viene usato per lo zoccoletto applicato alle pareti (anche "battiscopa" in italiano).

Per armadietti di cucine e bagni, io userei "plinth". Se poi e' ribaltabile, aggiungerei "tilting".

lift up skirting

the piece of wood or other material that fills in the gap between the bottom of the cupboard etc and the floor. Obviously this one is new one designed to give you no more excuses for not cleaning those bits you can't even see usually! even skirting board would prob be OK

these are cabinet baseboards

They're movable though, and I suppose you'd translate "a ribalta" by whatever means they move (hinged, sliding, etc.).
