I'm not sure how it will work in English, but I have to agree that this is a specification of a unit or location of sort, because of such references to the term that rise by google:

"...רך דין גיא פלנטר, קמ"ן במילואים ויוצא משרד הביטחון כ.ד...."
"...פותחו פרוייקטים דומים לפרוייקטים המתוארים אצל מספר לקוחות וביניהם בנק הפועלים, משרד הבטחון/כ"ד, אל-על, בנק ישראל. ..."

etc.
