As Nobuo says, under depressurize atmosphere, boiling point of material decreases... you know.

so 減圧留去 should be decompress and distillate.
The liquid is filtered, and the filtrate is decompressed and distilled.

Kurt-san, 留去 means to evaporate thus depressurize and evaporate. Hope it helps.
