agree Ulgen Unaldi : Timing again, though I am proud to have provided an almost identical reply with you :) I was able to find the term 'urbanistic' in limited architectural text in English, so I guess 'urban' is a better choice.

well, in my other life I'm an urbanist. I wouldn't use the term "urbanistic" here

territorial development plan in urbanistic and functional terms

I sometimes translate construction and architecture material from Italian into English. These terms are quite familiar. An architect friend I have just consulted approved of this translation. I hope it will prove useful :)

local town-planning and zoning development plan

territorio can mean many things in Italian depending on context, but it often means "local" or "local area"

urbanistica/o is town planning

funzionale - in the sense of the purpose for which property is permitted to be used, usually decided by a zoning plan eg. http://www.epa.qld.gov.au/parks_and_forests/marine_parks/zon...

Also, local can mean various things depending on context. For instance, if you're talking about a regional authority, it can mean the region (and territorio means the region). Likewise with cities etc.

Or more simply "a development plan for the area". As a general rule of thumb I never translate "territorio" with territory unless it is military, geopolitical (Palestinian territories) or ethology (a dog marks out its territory).
