Also, local can mean various things depending on context. For instance, if you're talking about a regional authority, it can mean the region (and territorio means the region). Likewise with cities etc.

Or more simply "a development plan for the area". As a general rule of thumb I never translate "territorio" with territory unless it is military, geopolitical (Palestinian territories) or ethology (a dog marks out its territory).
