One needs more context, but it sounds like we are NOT talking about specific figures here, rather about the general competence to deliver professional project estimates etc which will turn out to be accurate, as opposed to people who think up some numbers 'on the back of an envelope'! If I am right then this is a more suitable general term.

: I do not think that "cirka" implies guessing, but rather refers to the accuracy of the answer (i.e. not to the methodology used).

: I like your example!! perfect with an Irish politican. But this has the specific connotation of 'evasive' so is not justified here.
