These 'incrementi delle retribuzioni per carriera' are independent of promotion, those being the 'passaggi di categoria being mentioned separately, and are also independent of contractual increases. Hi Joanna, "passaggi di categoria" means "advancements" and are often determined by seniority, so they might be trying to make a distinction between raises and incentives assigned on a performance basis and those assigned for seniority.
