here the rural code is the number of meters from the intersection or from the start of the road etc so services such as fire, post, ambulances and police can fine the property.

maybe BE is similar as the street number is very big, 2521?

unit 25, 2521 BE, maybe a type of unit complex or for street or lane way, It will be for the local Po anyhow. We have a rural code 'RC' for homes, where the numbers could be mixed up with lot numbers, especially when the address can be 2414 Pacific Hwy,

BE is part of the postal code which consists of 4 digits followed by two letters. 2500 is for Den Haag. 2521 BE is in the city of 'S-GRAVENHAGE. Since it's part of the code, it shouldn't be translated. There are two different codeshere, for the street address (Verheeskade 25, 2521 BE) and for the PO Box (PO Box 19511, 2500 CM)
