In de Europese *aanbesteding heeft de minister dit louter vertaald in criterium prijs*, dat voor 90% heeft meegewogen bij het maken van de keuze.

I'm translation a text about acceptance of a vaccine into the 'Rijksvaccinatieprogramma (RVP)'. I'm having a hard time translating this sentence.

No, that's not it. He is saying that 90% of the decision was based on the price factor.
