It is actually a document that will be used in order to get a residence permit, it is not a residence permit in its own right.

If you are an European resident, you do not need an entry clearance, but you DO need a \"verblijfsvergunning\" or \"permission to stay\", or at least you did ten years ago.

I see your point Chris, but I did say temporary. Entry clearance is not required for non EU's.

The MVV is NOT a residence permit. It is what the UK government refers to as 'entry clearance', i.e. it acts as a visa and gives the holder a limited right to remain in the country.
The idea is that once you've obtained your MVV, you are free to travel to and enter the Netherlands for the specified purpose. Once you have arrived in the Netherlands, you must then report to your local immigration service representation (vreemdelingendienst) and take along a whole box of documents including the MVV. Only then can you apply for a residence permit.
One key difference between an MVV and a residence permit is that the MVV can only be applied for outside the Netherlands and a residence permit can only be applied for once you are in the Netherlands.
