It is actually a document that will be used in order to get a residence permit, it is not a residence permit in its own right.
Just wanted to clarify this.

Dus met andere woorden een voorlopige verblijfsvergunning in het Nederlands.

provisional residence permit

"Juridische afkortingen" door mr. A.P. de Vree:
MVV: machtiging voorlopig verblijf

dat lijkt mij een voorlopige verblijfsvergunning.
Peer comment(s):

neutral Dave Greatrix : A residence permit is not subject to provisions following issue, but it is valid for a limited time, usually 5 years. ie. temporary

disagree Chris Hopley : It's not a residence permit

disagree Pytsje van der Sluis : In de 'begrippenlijst vreemdelingenbeleid' wordt een m.v.v. een 'authorization for temporary stay' genoemd.

If you are an European resident, you do not need an entry clearance, but you DO need a \"verblijfsvergunning\" or \"permission to stay\", or at least you did ten years ago.

Hence the reasoning behind \"temporary residence permit\".

The noun \"permit\" has 3 senses in WordNet.

1. license, licence, permit -- (a legal document giving official permission to do something)
2. license, permission, permit -- (the act of giving a formal (usually written) authorization)
Peer comment(s):

disagree Chris Hopley : It's not a residence permit. It's tempting for people (including uu.nl) to translate it as such, but it's incorrect.

I see your point Chris, but I did say temporary. Entry clearance is not required for non EU's.
agree Bryan Crumpler : "Authorization for temporary stay" is what's written on all the US docs

entry clearance

The MVV is NOT a residence permit. It is what the UK government refers to as 'entry clearance', i.e. it acts as a visa and gives the holder a limited right to remain in the country.

The idea is that once you've obtained your MVV, you are free to travel to and enter the Netherlands for the specified purpose. Once you have arrived in the Netherlands, you must then report to your local immigration service representation (vreemdelingendienst) and take along a whole box of documents including the MVV. Only then can you apply for a residence permit.

One key difference between an MVV and a residence permit is that the MVV can only be applied for outside the Netherlands and a residence permit can only be applied for once you are in the Netherlands.
