Toezegging vergunning ex. Art. XX LB O.W. en S.

This is just one sentence in the subject line.
I seem to be drawing a blank on these initials.

the Netherlands This was from the Netherlands; I already found the solution and I have posted it, but here it is again:
LB means Landsbesluit and the O.W. en S. means Openbare Wateren en Stranden.

neutral writeaway : 100% unclear question. Is it really a legal context or is it terms and conditions? what country is it from? if a native NL speaker doesn't know what the NL means, maybe the question should be posted on Dutch monolingual
