or 难民事务委员会确定／认定。。。年。。。月。。。日的决定为无效决定。
what is better 确定 or 认定 or is it another term?

Context: 由于不同原因，比如原决定出现法定毛病，所以通过检查发现不合法，需要作出它是无效的决定。
