word "напряженка" means " pressure". This pressure in pre-collapse Soviet era was the demand of the country's healthily growing population for basic products such as food or toilet paper which Soviet system could not provide in the required quantity/amounts.The result was a deficit in major food/products supply to the shop/stores.The whole situation was called "напряженка".

there's not enuff love, the author says so; only instead of using the nursery school word дефицит, нехватка, he prefers the word напряжёнка that is the third cousin of lack or deficit - hard up Informal In need; poor.

В речи простых людей это "торжественное" выражение превратилось в простое "в стране напряженка с ...".,что другими словами означало " в стране НЕ ХВАТАЕТ..." хлеба, одежды, лекарств, грамотных кадров, опытных специалистов. Тут, фраза озанчает на хорошем русском литературном языке - "В Турции не хватает любви".
