It is a surveillance report stating within a list, w/o much context, the inspection data.
Below the entry corresponding to the container number it says "Quantidade sacos ovados: 450 sacos de 50 kg."
My wild guess is that it refers to the number of bags sent to storage, but not sure ...
Any help with be welcome!

I think you're right stacking these bags in the warehouse, etc. Sounds like he's comparing it to laying (eggs?) all of these bags or stacking them all . .
